Available Contracts

To meet our customers' mission needs for IT services, BuyIT.gov uses 10 ID/IQ contracts available under GITSS. Also, BuyIT.gov has an ID/IQ contract for Computer Associates software and services. We use other IT-related contracts and acquisition methods, when appropriate. Finally, we can help to develop contracts specifically for your agency's unique mission objectives.

Description Key Strengths

BuyIT.gov Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts

As a full service Federal acquisition center, BuyIT.gov solicits, awards, and administers its own suite of ID/IQ contracts in order to meet your IT needs quickly, efficiently, and at the right price.

BuyIT.gov has awarded the following ID/IQ contracts:

  • GITSS (Global Information Technology Support Services)
  • CASS (Computer Associates Software and Services)

GITSS (Global Information Technology Support Services)

These multiple award ID/IQ contracts are available for immediate use through BuyIT.gov.

  • Quickly acquire IT services through pre-completed, easy-to-use contracts supporting the mission needs of any Federal agency.
  • "Fair Opportunity (FAR 16.505) process allows for streamlined ordering.
  • Availability and access to proven, high quality IT and telecommunications firms.
  • Focus is IT services, but hardware, software, and related supplies may be procured as part of an integrated technology solution.
  • Favorable contract labor rates covering 149 labor categories encompass the full spectrum of IT and telecom services.
  • Geographic coverage is nationwide and worldwide.
  • Non-protestable contracts (except on the grounds that the order increases the scope, period of performance, or maximum order amount of the basic contract).
  • Achieve agency socio-economic goals through ability to set aside specific requirements (any dollar amount) for "fair opportunity" competition among GITSS small businesses.
  • Unique contract requirements accommodated for customers benefit (e.g., data rights, top-secret level services, agency specific order requirements, etc.).

CASS (Computer Associates Software and Services)

This single award ID/IQ contract to Computer Associates (CA) is available for immediate use through BuyIT.gov.

  • Created to fulfill a need for CA software and services within the Federal government.
  • Provides access to new software products and licenses, renewing software maintenance, or obtaining professional services (including training) in support of CA software.
  • Terms and conditions provide the Federal government maximum flexibility in negotiating data rights.
  • Price competitive to GSA Schedule contract.

GSA/FSS (General Services Administration/Federal Supply Schedules)

Optional use FSS contracts offer Federal agencies a menu of vendors and IT commodities.

  • Provide Federal government simplified ordering vehicles.
  • Almost every commercial IT product and service is available.
  • Ordering activity conducts, and has considerable flexibility, in the selection process. After market research, the activity identifies schedule contractors to be included in the competition. The awardee can be selected on a "best value" basis if it results in the lowest overall cost.
  • Approach is very streamlined, e.g., no public notices.
  • Access to current technology at market prices. Price reductions and discounts from GSA price list are available and encouraged.
  • Teaming of schedule contractors is allowed to provide total solutions.
  • Program is widely known and information is readily available.

GSA/FSS Blanket Purchase Agreements (BPAs)

Streamlined BPA procedures under GSA/FSS contracts provide for repetitive purchases.

  • Simplified ordering procedures provide a useful way to fill recurring needs while taking advantage of quantity discounts, saving administrative time, and paperwork.

Other Government Agency (OGA), Governmentwide Agency Contracts (GWAC)s, ID/IQs, and Multi-agency Contracts (MAC)s

There is a statutory preference for multiple award GWACs, ID/IQs and MACs.

The majority of these types of contracts are written for a particular purpose and contain special terms and conditions.

  • These existing contracts offer contracting activities a large and varied selection of products, services and contractors.
  • Maintain competitive environment through "fair opportunity" processes leads to decreased prices, increased quality, better performance, and increased flexibility for agency.
  • Fair opportunity task order competitions are streamlined processes that limit competition to the selected GWAC, ID/IQ, or MAC contractors.
  • Limited grounds for protest under fair opportunity competitions by statute.
  • Strong incentive exists to provide current technology at market prices.

Open Market Procurement

If none of the above methods (i.e., preferred sources or existing contracts) can meet your needs, BuyIT.gov looks to the "open market" to satisfy the requirement.

Open market procedures and techniques are driven primarily by the dollar amount of the action.

Methods include micropurchases, Simplified Acquisition Procedures (SAP), commercial item acquisitions, and full and open competitions.

Micropurchases:

  • A simplified acquisition procedure for purchases under $2,500.
  • Most streamlined and simplest contracting method.

Simplified Acquisition Procedures:

  • Apply to acquisitions in which the projected costs are $100,000 or less.
  • Set aside for small business (if over $2,500), publicized (if greater than $25,000), and competed to the "maximum extent practicable."
  • Process encourages streamlined competitive procedures.
  • Supports small businesses.

Commercial Item Acquisitions:

  • Determining factor is whether or not the products or services to be acquired meet the FAR definition of "commercial."
  • Reduced complexity.
  • Encourages firms to offer commercial items.
  • Encourages contracting officers to tailor contracts to incorporate standard commercial practices.

Full and Open Competitions:

  • Contracts can be tailored to address specific agency requirements, providing a solution-based, best value selection.
  • Potential exists for better initial pricing.
