David manages a full service acquisition office that awards and administers Federal contracts. He is the Program Manager, BuyIT.gov - a Federal acquisition center under franchise fund authority specializing in information technology (IT) procurements on a fee-for-service basis for Federal agencies. David has 23 years experience in the Federal government holding numerous analytical and management positions including 16 plus years of experience as a Senior Contracting Officer with a heavy concentration in the field of information technology. David is the Head of the Contracting Activity (HCA) for the Department of Veterans Affairs (VA) Automation Center in Austin, Texas—VA's corporate data processing center. Additionally, he is the HCA for the Veterans Health Administration Employee Education System. Prior to joining VA, David worked as a manager and acquisition professional for the U.S. Department of Justice. David was a Presidential Management Intern in 1983. He received his Bachelor of Science in Education from Kansas University in 1978 and his Masters of Arts in Public Administration from the University of New Mexico in 1983. David earned his Certificate of Achievement in Procurement and Contracts Management from the University of Virginia in 1994. He is a May 1995 graduate of General Services Administration's prestigious Trail Boss school—a program for Senior Acquisition Managers in Government. David was instrumental in establishing BuyIT.gov.


Nancy Kennamer

Nancy is the Chief, AAC Vendors Contracts Section and Supervisory Contract Specialist for the Department of Veterans Affairs Austin Automation Center. In her 20 years of Federal government service, Nancy has held positions as Contract Specialist and Contracting Officer with both the Department of Veterans Affairs and NASA. Her contracting experience includes acquisition and administration of contracts for supplies, services, and information technology. Nancy has a Bachelor of Science in Accounting, and is currently serving as a Senior Contracting Officer for the Austin Automation Center and BuyIT.gov in Austin, Texas.


Chris S. Tiroff

Chris is an information technology contract law attorney for the Department of Veterans Affairs, Office of General Counsel. He has over 9 years of contract law experience with the Federal government, State government and private sector. As such, Chris is responsible for all facets of the procurement process, from contract formation to post-performance litigation, including, among others, acquisition planning, adequacy of solicitations, sole source awards, funding, fiscal law, contract pricing, contract dispute and claims, bid protests, labor standards, termination, procurement fraud, competition, source selection, sealed bidding and negotiated acquisitions. His duties include preparing litigation files and providing litigation support before the General Accounting Office and the Federal Court of Claims. Chris has been lead counsel on several high profile procurements and programs; he currently provides advice and counsel for the BuyIT.gov and GITSS program in Austin, Texas.


Peter Murnane

Peter Murnane is a Business Support Specialist with dNovus/RDI, and is currently supporting BuyIT.gov. Peter's responsibilities are to provide data collection and analysis including financial reporting for the VA Austin Automation Center, Acquisition Management Section and BuyIT.gov. He has over 25 years experience in public and corporate financial and operations analysis.


Mike Alexander

Mike is a Contracting Officer for the Department of Veterans Affairs, Austin Automation Center. In his fifteen years with the Federal government, Mike has served on active military duty with the Marine Corps and held civil service positions as Physical Evaluation Board Liaison Officer, Contract Specialist and Contracting Officer. His contracting experiences include the acquisition and administration of contracts for many types of supplies, services, and information technology. Mike has a Bachelors of Science in Business Management and is currently serving as a Contracting Officer for the AAC's BuyIT.gov program in Austin, Texas.

Gary is a Contracting Officer for the Department of Veterans Affairs, Austin Automation Center. He has 25 years of service with the Federal government, and has held positions as a contract specialist for the Department of Defense, Naval Air Systems Command and as a Contracting Officer for the General Services Administration and the Department of Veterans Affairs. He has a Bachelors of Science Degree, from Southern Illinois University and a Master of Science Degree in Management with a concentration in Acquisition and Contract Management from Florida Institute of Technology.

Mark is a Contracting Officer for the Department of Veterans Affairs Austin Automation Center. In his 25 years of Federal government service, Mark has held positions as Contract Specialist and Contracting Officer with the General Services Administration, Department’s of State and Transportation, and the U.S. Air Force. His contracting experience includes acquisition and administration of contracts for supplies, services, construction, and information technology. Mark is a reservist with the U.S. Air Force, currently assigned to the Defense Contract Management Agency, and is certified Level II in contracting under the Defense Acquisition Workforce Improvement Act (DAWIA) . He was deployed as the Administrative Contracting Officer for Bagram AB, Afghanistan, in support of the Global War on Terrorism. Mark is currently serving as a Contracting Officer for the Austin Automation Center and BuyIT.gov in Austin, Texas.

Kari is a Contracting Officer for the Department of Veterans Affairs. In her four years with the Federal government, Kari has held positions beginning as an intern Contract Specialist and later converting to a Contracting Officer upon graduation. Her contracting experiences include acquisition and administration of contracts for supplies, services, and information technology. Kari has a Bachelors of Business Administration in Accounting from the University of Texas at Austin, and is currently serving as a Contracting Officer for Austin Automation Center in Austin, TX.

Valeria is a Contracting Officer for the Department of Veterans Affairs. In her 13 years with the Federal government, Valeria has held positions as a Contract Specialist and Contracting Officer. Her contracting experience includes acquisition and administration of contracts in supplies, services, construction, and information technology. Valeria has a Masters in Business Administration (MBA) and a Bachelors of Business Administration (BBA) in Management. She is Level III certified in Contracting and Level I in Program Management. She is currently a Contracting Officer for BuyIT.gov.

Rob is a Contracting Officer for the Department of Veterans Affairs – Austin Automation Center. Rob’s military service includes four years active duty in the US Navy. Federal civilian career has covered three years at the Department of Veterans Affairs – Network Business Center (VISN 22) at Long Beach, CA, and two years at the Department of Veterans Affairs – Central Texas Veterans Health Care System (VISN 17) at Temple, TX. Specific contracting experience includes: medical supply & service contracts, federal property leases, locum tenens contracts, VA/DoD inter-agency sharing agreements, and currently with IT supply and service contracts.

Regina is a Contracting Officer for the Department of Veterans Affairs, Austin Automation Center. She has several years of working with the Federal government. She is a former graduate of the Department of Interior University (DOIU), Government-wide Acquisition Management Intern Program. During her apprenticeship in the DOIU intern program, she completed four six-month rotational assignments through four sponsoring agencies headquartered within the Washington DC area. Her rotations through the Department of Coast Guard, Department of Commerce–National Institute of Standards and Technology (NIST), Department of Interior, and Department of Education provided her with a variety of acquisition experience. She received a BS from the University of Missouri-St. Louis (UMSL).

Al is a Contracting Officer for the Department of Veterans Affairs – Austin Automation Center. He has over eight years buying experience with the Government. Al has held positions as a Logistics Management Specialist Intern with the US Army. He attended the US Army Ordnance Officer Basic Course in residence, and the US Army Logistic and Engineering School at the Red River Depot, Texarkana, Texas. He was a purchasing agent with the US Treasury, Austin Regional Financial Center. His experience includes acquisition and administration of contracts for supplies, services, and information technology.


Daniel Nascimento

Dan is a Contracting Officer for the Department of Veterans Affairs - Austin Automation Center. He has over nine years buying experience with the Government. His contracting experience includes acquisitions for advisory and assistance services, engineering services, supplies, repair services, software design and maintenance, and specialized IT test equipment. His specialty is IDIQ contracts that encompass cradle-to-grave customer support. Dan received his Bachelors Degree in Political Science from the University of Texas - San Antonio, and his Masters in Public Administration from Brigham Young - Marriott School of Business. In addition, Dan has contract experience related to risk management and is a Chartered Property and Casualty Underwriter (CPCU), Associate in Risk Management (ARM), and Associate in Management (AIM) designation.


Shawn Reinhart

Shawn is a Contracting Officer for the Department of Veteran's Affairs Austin Automation Center. His previous contracting experience was in an overseas environment (Germany) where he gained experience in acquiring and administering contracts for supplies and services for the U.S. Army in Europe. He has a Bachelor of Science in Business Administration (Finance) from Regis University and will be obtaining his Masters in Business Administration from the University of Phoenix this year. He currently serves as the Contracting Officer for the VA's EES contracts in Austin, TX.

Albert is a Contracting Officer for the Department of Veterans Affairs, Austin Automation Center. In his over thirty-one years of Federal government, Albert has held positions as a Budget Analyst, Supply Clerk, Warehouseman, Purchasing Agent, and currently as a Contract Specialist/Contracting Officer. His contracting experience began in 1987 as a Purchasing Agent and he has been a Contract Specialist/Contracting Officer since 1989. His experience includes acquisition and administration of contracts for supplies, services, information technology, architect engineering and construction.

Christian is currently a Contracting Officer for the Department of Veterans Affairs, Austin Automation Center. He came to the VA from the US Air Force, where he served for over nine years as a military officer specializing in the contracting field. His experience encompasses all facets of the acquisition life-cycle serving tours at base level, Defense Contracting Management Agency, and Headquarters Air Education and Training Command. In addition, he has worked in the information technology field, which has allowed for an easy transition into the highly specialized field of ADP/telecommunications contracting here at the Austin Automation Center. Christian received his Bachelors of Science in Management from the U.S. Air Force Academy.

In her two and a half years with the Federal government, Roxanne has held positions as an Intern, Contract Specialist and Contracting Officer. Her contracting experiences include acquisition and administration of contracts for supplies, services, and information technology. Roxanne has a Bachelors of Business Administration in Accounting from the Texas State University-San Marcos, and is currently serving as a Contracting Officer and Small Business Liaison and point-of-contact for the Austin Automation Center in Austin, TX.
